SPECIAL EDUCATION  

11.1      Provision of education for children with disabilities still remains limited. Part of the problem for this situation is that there is lack of adequate data on incidence and categories of disability among children. Earlier attempts to collect such data have not been successful due to cultural attitudes regarding disabled children. It is estimated on the basis of international data that about 10% of children have some form of disability in this country. Some disabled children are integrated into public schools and therefore receive free education. But others who go to private schools have to pay fees.  

11.2      Government is committed to the education of all children including the disabled ones and therefore will intensify efforts to increase access to education for disabled children. Government will also expand support for non-governmental organisations which have considerable experience and expertise in this field to enable them to provide free education to disabled children.
